About The Behavioral Health Infrastructure Project

SIPCW serves as project lead for the Staten Island Performing Provider System (SIPPS) Behavioral Health Infrastructure Project (BHIP). This project is under the Delivery System Reform Incentive Payment (DSRIP) Program, which focuses on restructuring the health care delivery system by reinvesting in the Medicaid program.

The goal is to reduce avoidable hospital visits by 45% over 5 years and to reduce overall hospitalization by 25%. There are many projects under DSRIP, however, BHIP focus specifically on the mental health and substance abuse infrastructure. The purpose of BHIP is to strengthen the behavioral health infrastructure across Staten Island by increasing access to quality behavioral health services in the community, integrating behavioral health and primary care services, addressing comorbidities, and focusing on upstream prevention and health promotion models.

SIPCW works toward this goal by strengthening partnerships with local and government agencies, building capacity for collaborative care in primary care settings, providing cultural and linguistic training on behavioral health, and establishing an infrastructure for data sharing.
